San Bernardino takes big step toward bringing Target and Sprouts to town – San Bernardino Sun

Once home to a cluster of apartments deemed one of San Bernardino’s most dangerous neighborhoods, 17 acres of vacant land south of the 210 Freeway in the eastern part of town will be home to a Target, Sprouts market and Burlington Coat Factory.

City leaders on Wednesday, Sept. 21, agreed to enter into an Exclusive Negotiation Agreement with San Pedro-based Rich Development to bring a sprawling commercial plaza to the Arden-Guthrie property southwest of East Highland and Arden avenues.

The unanimous decision marked the latest move to redevelop the site.

In the next six months, Rich Development will flesh out a development plan, a list of potential tenants, a proposed construction schedule, cost estimates and other documents for city approval.

The agreement between the city and developer can be extended another six months if mutually agreed upon.

Elected officials Wednesday welcomed Rich Development to town with open arms.

“This is a long time coming,” Mayor John Valdivia said ahead of the vote.

“We are definitely looking forward to this development,” Councilwoman Kimberly Calvin added.

“I appreciate the staff for getting this done,” Councilman Damon Alexander, who represents the area, concluded.

With experience both raising shopping centers from the ground-up and remodeling and redeveloping dilapidated properties, Rich Development has pitched creating a 226,000-square-foot space with one large and three small anchor stores, four food pads and a convenience store/gas station.

The southern border of the Arden-Guthrie property abuts Rodriguez Prep Academy and Emmerton Elementary School, and is across Arden Avenue from the San Bernardino Soccer Complex. As such, traffic studies will be conducted in the coming months to determine how to mitigate traffic resulting from the new development.
